About the Urban Management Programme
The Urban Management master’s programme is designed for applicants with an academic and professional background connected to urban development and management.
TU Berlin delivers the programme as a full-time postgraduate course. Teaching hours may vary from week to week, so the university advises students not to depend on part-time employment to finance their studies.
The programme takes place over three semesters. Students must also complete a relevant internship of at least 7.5 weeks or 300 hours.

Academic Admission Requirements
Applicants must hold a bachelor’s degree or an equivalent qualification in one of the following fields:
• Geography
• Architecture
• Landscape Architecture
• Urban Planning
• Civil Engineering
• Law
• Political and Social Science
• Business and Administration
• Economics
• International Development
The programme also requires at least two years of practical professional experience in a field related to urban management.
English Language Requirements
Applicants who are not native English speakers must submit an accepted English-language examination result.
TU Berlin accepts the following minimum results:
• TOEFL internet-based test taken before January 2026: 79
• TOEFL internet-based test taken after January 2026: 4.5
• TOEFL paper-based test: 550
• TOEFL computer-based test: 213
• IELTS Academic: Grade 6
Only applicants from native English-speaking countries or those who studied in a native English-speaking country are exempt from submitting an English-language test result.
Applicants from countries where English is an official language or the language of instruction must still provide an English test result when English is not the country’s native language.

DAAD EPOS Scholarship Eligibility
The German Academic Exchange Service offers a limited number of scholarships to highly qualified applicants from developing countries.
Candidates seeking DAAD EPOS funding must satisfy the formal criteria stated on the official TU Berlin page.
• Hold a degree completed with above-average results in the upper third of the applicant’s cohort.
• Have at least two years of relevant professional experience after completing the first university degree.
• Normally have completed the most recent university degree no more than six years before applying.
• Not have lived in Germany for more than 15 months by the application deadline.
• Submit a complete application with the required DAAD and Urban Management documents.
Applicants who already hold a master’s degree must provide a well-supported explanation of why they require funding for another postgraduate degree. They should also explain how the Urban Management programme builds on their previous qualification.
Required Application Documents
The standard Urban Management application must include:
• A hand-signed Urban Management Application Form
• A hand-signed curriculum vitae
• A hand-signed motivation letter
• Copies of the degree certificate and academic records
• An explanation of the applicant’s grading system
• A TOEFL or IELTS document
• Two hand-signed reference letters
• Proof of at least two years of professional experience
• A copy of the applicant’s passport
Certificates and academic records written in English or German do not require translation. Documents issued in another language must be translated into English or German.
Reference letters must appear on official letterhead or carry an official stamp. Proof of professional experience must also be issued on the employer’s letterhead and certified by the employer.
Documents should be submitted as separate PDF files. Each filename must include the applicant’s name. TU Berlin only considers complete applications, and documents requiring handwritten signatures will not be accepted without those signatures.

The information entered in the DAAD application form must correspond with the information provided in the applicant’s CV, motivation letter and other study or scholarship applications.
Applicants do not need an admission letter from TU Berlin before applying for the DAAD development-related postgraduate scholarship.

How to Submit an Application
Applicants must prepare the complete set of Urban Management and DAAD EPOS scholarship documents.

Candidates should send only the requested documents. Incomplete applications or documents submitted without required handwritten signatures cannot be accepted.
Applicants from India, Vietnam, the People’s Republic of China or Azad University in Iran are advised to apply for an APS certificate after accepting an admission offer. TU Berlin states that the APS certificate must be obtained before applying for a visa.
