According to the scholarship page, the programme is highly selective and awarded to candidates with the highest academic achievements and prior records.

The University of Padua says it offers up to 68 scholarships under this programme. In addition to financial support, successful scholars are expected to take on an ambassadorial role and represent the university at a number of events.
What the Padua International Excellence Scholarship Covers
The scholarship includes a fee waiver plus an €8,000 gross scholarship for each academic year. The page further explains that students only need to pay the admission fee, which corresponds to the regional tax and marca da bollo.
Payment is arranged in two instalments of €4,000 gross per academic year. These payments depend on the merit requirements set out in the Call for applications.
Eligible Applicants
The scholarship is open to highly talented prospective international students from all over the world who want to enrol in Bachelor’s or Master’s degree programmes completely held in English at the University of Padua. To be considered, applicants must satisfy all of the conditions published on the official page.

How the Selection Works
There is no separate scholarship form for this award. Instead, eligible students are automatically considered once they apply to the relevant degree programme. The page also states that no additional scholarship documents are required beyond the documents already needed for degree admission.
The Academic Committee of each degree programme shortlists applicants and awards the scholarships to the most deserving candidates. The evaluation is based on academic excellence, quality, and records from prior learning. Scholarship results will be published on the university assessment results page according to the timeline indicated in the Call for applications.

Duration, Acceptance, and Revocation
The maximum duration is 2 continuous years for Master’s degree candidates and 3 continuous years for Bachelor’s and Single-Cycle degree candidates. After that period, students must cover their own tuition fees and expenses until graduation.
If selected, students receive a scholarship offer that explains the acceptance procedure and deadline. To receive the award, they must not benefit from other grants and must be able to complete the university’s enrolment conditions. The first instalment is paid upon arrival in Padua.
The scholarship will be revoked if the student does not obtain at least 20 ECTS by 30 November of the following academic year, or if the student transfers to another university or withdraws from studies. In those cases, the amount already received must be refunded.
