ICC Associate Human Resources Officer (P-2) JPO 2026 in The Hague

The Associate Human Resources Officer (P-2) position is available through the Junior Professional Officer Programme of the Republic of Korea. The role is based in The Hague, the Netherlands, within the Human Resources Section of the Registry. The selected officer will support human resources projects, policy work, research, analysis, and internal communication activities. About the ICC Associate Human Resources Officer JPO Position

The Human Resources Section provides coordinated support for human resources matters across the Court. It advises management and handles activities related to recruitment, onboarding, salaries, benefits, career development, performance management, learning and development, and HR policy matters.

The Associate Human Resources Officer will work under the direct supervision of the Head of the Human Resources Operations Unit. The officer will contribute to a range of HR-related topics and support the implementation of key projects.

Main Duties and Responsibilities

The selected officer will contribute to the following areas:

• Support key HR projects, including the implementation of HR-related recommendations and Registry Strategic Plan performance indicators.
• Research regulations, rules, policies, and procedures used by comparable organizations.
• Report findings to support the development of procedures and guidelines.
• Liaise with relevant experts within the Human Resources Section.
• Review and analyse HR matters for management consideration.
• Support the development, monitoring, and evaluation of HR policies and practices.
• Assist with HR performance indicators, Service Level Agreements, work plan trackers, and other management tools.
• Collect information and conduct preliminary analysis for position papers.
• Design internal communication materials that support HR objectives and projects.
• Provide support and guidance to HR units when required.

Eligibility Requirements

Candidates applying through the JPO Programme of the Republic of Korea must meet the following general requirements:

• Hold Korean citizenship.
• Be fluent in Korean and English.
• Have completed a university degree at bachelor’s level.
• Be no older than 32 years of age as of 31 December 2026 and have been born after 1 January 1994.
• Meet the military-service conditions stated for male applicants.
• Apply for no more than two JPO positions sponsored by the Ministry of Foreign Affairs of the Republic of Korea during the application year.

The maximum age limit is extended for candidates who have completed military service:

• One additional year for service lasting less than one year.
• Two additional years for service lasting more than one year but less than two years.
• Three additional years for service lasting two years or more.

Academic and Professional Requirements

Applicants must hold an advanced university degree in one of the following areas:

• Human Resources Management
• Business or public administration
• Law
• Social sciences
• Information management
• Another relevant field

A first-level university degree in one of these fields may be accepted when combined with two additional years of qualifying experience.

Applicants must also have at least two years of experience in human resources. Candidates applying with a first-level university degree must have at least four years of relevant experience.

Experience covering a broad range of HR topics is desirable. Experience within organizations that apply the United Nations Common System of salaries and allowances is also desirable.

Language Requirements

Fluency in either English or French, the working languages of the Court, is essential. Working knowledge of the other language is desirable.

Knowledge of another official language of the Court may be considered an asset. These languages are Arabic, Chinese, Russian, and Spanish.

Applicants must also meet the Korean JPO Programme requirement for fluency in Korean and English.

English Proficiency Test Requirements

Candidates must submit a valid English proficiency test certificate with at least one of the following scores:

• TOEFL iBT: 100
• TEPS: 430
• IELTS: 7
• TOEIC: 900

TOEFL Home Edition scores are accepted. TOEFL MyBest Scores are not accepted. Both IELTS General Training and IELTS Academic scores are accepted. Test scores remain valid for two years after the test date.

Required Documents

Applicants must submit a complete application and motivation letter in English through the ICC e-recruitment page. They must also attach the required documents to their e-recruitment profile.

The required documents include:

• A scanned copy of the applicant’s Resident Register in English, issued by the Korean Government.
• A copy of the applicant’s bachelor’s or master’s degree certificate in English.
• A copy of the English proficiency test certificate.
• Scanned copies of employment certificates in English for all professional experience listed in the application.

Employment certificates should include the employment period, organization, department or unit, position title, and duties or responsibilities.

Additional documents apply in specific circumstances:

• Male applicants who have completed national military service must submit a Korean Military Service certificate in English.
• Low-income applicants must submit a scanned copy of a National Basic Livelihood Security Recipients certificate in Korean and an unofficial English translation.
• Applicants with disabilities must submit a scanned copy of the relevant certificate in Korean and English.
