The Taiwan Fellowship 2027 is a research fellowship for foreign scholars and experts who plan to conduct advanced research in Taiwan. The program supports projects connected to Taiwan, cross-strait relations, mainland China, the Asia-Pacific region, Sinology, and related social sciences or humanities fields.

About Taiwan Fellowship 2027

The Ministry of Foreign Affairs of the Republic of China (Taiwan) established the MOFA Taiwan Fellowship to bring overseas experts and scholars to Taiwan’s universities, colleges, and research institutions.

The program also supports the APEC Scholarship Initiative. As part of that effort, it offers 12 Chinese Taipei APEC Fellowship places each year for scholars and experts from developing APEC economies. By 2026, the program had accepted more than 1,500 scholars from 93 countries.

Eligible Research Areas

The fellowship is intended for research in the social sciences and humanities. Applicants should connect their research to the program’s stated themes.

Funding and Support

Selected recipients receive financial assistance during the fellowship period.

✓ NT$60,000 monthly grant for professors, associate professors, research fellows, or associate research fellows
✓ NT$50,000 monthly grant for assistant professors, assistant research fellows, post-doctoral researchers, doctoral candidates, doctoral program students, and other candidates recommended by ROC missions
✓ Subsidy for one direct round-trip economy-class ticket between the recipient’s country of residence and Taiwan
✓ Group accident insurance during the research period
✓ NT$1 million accident insurance coverage
✓ NT$50,000 accident injury medical benefits

Ticket Subsidy Amounts

MOFA sets maximum airfare subsidy amounts by region. The actual subsidy follows the ticket purchase price, subject to the official limits.

• Europe and West Asia: NT$60,000
• North America: NT$55,000
• Central and South America: NT$75,000
• Africa: NT$90,000
• Oceania: NT$65,000

Who Can Apply

Applicants must fit one of the official applicant categories.

• Foreign professors, associate professors, or assistant professors at related departments of overseas universities may apply
• Post-doctoral researchers, doctoral candidates, and doctoral program students may apply
• Research fellows at an equivalent level in academic institutions abroad may apply
• Candidates recommended by ROC overseas missions may apply for topics on Taiwan’s foreign relations or cross-strait relations
• Applicants already researching, teaching, or studying in Taiwan are not eligible

Documents to Prepare

Applicants need to prepare the main fellowship documents before applying.

• Completed application form
• Resume with publication list
• Research proposal, three pages in principle, using a standard research format
• Two recommendation letters, or one recommendation letter and one consent letter from the chief administrator of the applicant’s institution
• Valid colored passport copy for the online form
• Employment letter and proof of salary when needed for stipend-level assessment

How the Application Works

Applicants first submit the online form and upload the required documents. The official online system states that the application may be completed in English or Chinese.

Next, applicants print the completed application form. They must send the printed form and official copies of all application documents to the ROC Embassy or Representative Office. The postmark deadline for the mailed documents is 1 July 2026.

Review and Final Recognition

The ROC Embassy or Representative Office reviews the application first. It verifies the applicant’s information and evaluates academic influence or potential. It also gives recommendation comments for the fellowship review.

After that, MOFA forms an evaluation committee with scholars, experts, and MOFA representatives. Candidates are informed by email. Then, candidates contact universities or academic institutions in Taiwan and secure a Letter of Consent for Research.

Candidates must send the Letter of Consent to the Taiwan Fellowship team by 31 December. After receiving the Grant Authorization Letter, they become officially recognized recipients.

Recipient Responsibilities

Recipients must follow their approved research proposal and research area. They need MOFA approval before making changes.

They must also submit written research results of at least 20 pages to the Center for Chinese Studies within three months after finishing the program. Moreover, recipients should attend academic seminars and related activities organized by MOFA and commissioned organizers while in Taiwan.
