Program Overview
The program accepts a diverse cohort of up to about 25 leaders each year through a competitive, open application process. While there is no strict age, educational field, or nationality requirement, applicants are expected to have significant professional experience and strong English proficiency.

The 2026 global theme is Advancing Freedom, Defending Rights, Creating Opportunity. The curriculum blends online and in-person learning, regional study tours, and leadership development activities focused on each region’s priorities.

  • Changemaker Tours: Regional study visits to host countries examining democracy and human rights issues.

Global & Regional Themes
Participants work around a global overarching theme and specific regional themes tailored to their cohort’s home region, such as migration solutions, countering authoritarianism, conflict resolution, and creating stability through freedom and democracy.

Funding & Benefits
This fellowship is fully funded by the McCain Institute. Core costs are covered, including:

  • Economy-class international travel, visas, and accommodation for in-person events;
  • Stipend to offset incidental expenses;

There is no participation fee for accepted leaders, and all direct program costs are covered, though participants must be fully committed to the time and engagement required.

Eligibility Requirements
To be competitive, applicants should:

  • Possess strong working proficiency in English.
