Eligible Applicants

These include Afghanistan, Albania, Algeria, Azerbaijan, Bahrain, Brazil, Chile, China, Egypt, Georgia, Hong Kong, Hungary, Iran, Iraq, Japan, Jordan, Kazakhstan, Kosovo, Kuwait, Kyrgyzstan, Libya, Morocco, Palestine, Qatar, Russia, Saudi Arabia, Senegal, Serbia, South Korea, Sudan, Syria, Tajikistan, Timor-Leste, Tunisia, Turkiye, Turkmenistan, United Arab Emirates, Uzbekistan, and Yemen.

Admission Conditions

Age Limit

Applicants for a Master’s degree must be no older than 40 at the time of application, while PhD applicants must be no older than 45.

Academic Standard

For Master’s study, the required standard is a CGPA of 3.00 or 2nd Class Upper (Honours) or higher at bachelor’s level. For PhD study, applicants must have a CGPA of 3.00 or excellent results at Master’s level in subjects related to the intended doctoral program.

Language Requirement

The English requirement can be met through IELTS with a band score of 6.0 or above, TOEFL paper-based test with a total score of 550 or above, an equivalent score in other TOEFL tests, or an official declaration showing that English was the medium of instruction for the previous degree.

Proposal Requirement

A written research proposal of at least 1,000 words is required only for Master’s by Research and PhD applicants.

Degree Level

The scholarship supports full-time postgraduate study at Master’s and Doctor of Philosophy (PhD) levels only.

Selected Private Institutions

The private institutions listed are Universiti Teknologi Petronas, Universiti Tenaga Nasional, Multimedia University, and INCEIF University.

Scholarship Support

The benefits listed in the guidelines are full payment of tuition fees for the entire sponsorship period, with payment made directly to the university, and a monthly living allowance of RM 1,500.00. The allowance is paid every four months after submission of the scholar’s progress report to the Ministry of Higher Education.

Documents to Upload

Applications must be submitted through the online system and accompanied by scanned PDF documents. The required materials are a certified passport copy showing nationality and at least six months of validity, certified academic transcripts, English proficiency evidence or an official language-of-instruction letter, two referee recommendation letters, an admission letter where applicable, a curriculum vitae, and a research proposal for Master’s by Research and PhD candidates. The source also specifies that documents not in English must be submitted with certified English translations.

Assessment Criteria

Applications are reviewed on the basis of academic and co-curricular excellence, the strength and potential contribution of the research proposal, especially where Malaysia-related research topics are concerned, and the applicant’s English communication, writing, and reading ability.
